Dr. Paul Janke is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada. He has been doing forensic medical-legal work for the Broadway Forensic Group for three decades.

Dr. Janke is a Clinical Instructor in the Department of Psychiatry at the University of British Columbia. Up until May 2019, he was the Regional Clinical Director, South Burnaby Region with Youth Forensic Psychiatric Services. He has done clinical work with Youth Forensics for over three decades.

Dr. Janke is currently accepting referrals for criminal and civil forensic matters.

Dr. Andrew Kolchak, M.D., F.R.C.P. (C)

Dr. Andrew Kolchak is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada. He has been doing criminal and civil forensic psychiatric work for the past fifteen years and has been part of the Broadway Forensic Group for nearly a decade.

Dr. Kolchak is a Clinical Associate Professor in the Division of Forensic Psychiatry at the University of British Columbia and has been actively involved in the UBC Forensic Psychiatry Training Program since its inception in 2015.

Dr. Kolchak serves as a forensic psychiatry consultant with BC Forensic Psychiatric Services, where he provides treatment and assessments under the Criminal Code of Canada. He also works as a forensic psychiatry consultant with the Correctional Service of Canada at the Regional Treatment Centre at Pacific Institution. In addition, he is a member of the Yukon Review Board.

Dr. Kolchak is currently accepting referrals for criminal and civil forensic psychiatric assessments.

Dr. David W. Morgan, BSc(Hons) MB BCH LLM F.R.C.P (C)

Dr. Morgan is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada. He has been doing criminal and civil forensic work for the past decade and joined the Broadway Forensic Group in 2019. He has undertaken several thousand forensic psychiatric assessments in criminal and civil matters.

Dr. Morgan completed his forensic psychiatry training in the UK. He holds a Masters of Law from Cardiff University Law School. Dr. Morgan is a Clinical Assistant Professor in the Division of Forensic Psychiatry at the University of British Columbia.

Dr. Morgan worked in Prince George for eight years as a forensic psychiatry consultant at Adult and Youth Forensic Psychiatric Services as the sole forensic psychiatrist for a wide expanse of northern BC.

Dr. Morgan is currently accepting referrals for criminal and civil forensic matters.

Dr. Tyler Oswald, LL.B., M.D., F.R.C.P. (C)

Dr. Tyler Oswald is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada.  He holds a law degree from the University of Victoria, and completed subspecialty training in forensic psychiatry at McMaster University.  He has worked in the provinces of Manitoba, Ontario and British Columbia.

Dr. Oswald provides psychiatric care and assessment for the Forensic Psychiatric Services clinics in Victoria and Prince George, BC.  He is a Clinical Instructor in the Department of Psychiatry at the University of British Columbia.

Dr. Oswald joined the Broadway Forensic Group in 2021 and is currently accepting referrals for criminal and civil forensic matters.

Dr. Kulwant S. Riar, M.D., F.R.C.P.(C)

Dr. Kulwant Riar is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada. He has been doing criminal and civil forensic work for almost three decades with the Broadway Forensic Group.

Dr. Riar completed clinical fellowship training in both Forensic Psychiatry and Sexual Medicine at the University of British Columbia. He is a Clinical Professor in the UBC Division of Forensic Psychiatry and has been actively involved in the University of British Columbia Forensic Psychiatry Training Program since its inception in 2015, serving as Program Director since 2021.

Dr. Riar is the Provincial Clinical Director of Youth Forensic Psychiatric Services. He is also a member of the medical staff at Vancouver General Hospital and maintains a clinical practice with the BC Centre for Sexual Medicine.

Dr. Riar is currently accepting referrals for criminal and civil forensic psychiatric assessments.

Dr. Todd Tomita, M.D., F.R.C.P. (C)

Dr. Todd Tomita has been engaged in forensic psychiatry work for twenty‑five years and has been part of the Broadway Forensic Group for two decades. He is certified in psychiatry and forensic psychiatry by the Royal College of Physicians and Surgeons of Canada. His residency and fellowship training in forensic psychiatry were completed through programs at the University of Toronto, the University of Ottawa, and the University of British Columbia.

Dr. Tomita is a Clinical Associate Professor in the Department of Psychiatry at the University of British Columbia and previously served as Program Director of the University of British Columbia Forensic Psychiatry Training Program. He has also served as a member of the British Columbia Review Board.

In 2026, Dr. Tomita returned to British Columbia following a sabbatical in Singapore, where he worked in the Department of Forensic Psychiatry at the Institute of Mental Health. He currently serves as Chief, Psychiatric Services, at the Regional Treatment Centre at Pacific Institution with the Correctional Service of Canada.

Dr. Tomita is accepting referrals for criminal and civil forensic psychiatric assessments.

Dr. Roy O’Shaughnessy, M.D., F.R.C.P.

Dr. O’Shaughnessy has been designated a “Founder, Forensic Psychiatry” by the Royal College of Physicians and Surgeons of Canada. He is currently a Clinical Professor in the Department of Psychiatry at UBC and was the Head of the Forensic Program at UBC from 1986 until resigning in 2012. He has been practicing forensic psychiatry since 1980.

Dr. O’Shaughnessy has extensive experience evaluating individuals traumatized in a variety of circumstances including motor vehicle accidents over the last 35 years of practice. He currently serves on the Forensic Psychiatry Examination Committee with the Royal College of Physicians and Surgeons of Canada.

Dr. O’Shaughnessy is semi-retired and is not accepting new referrals.

Dr. Jeanette Smith, MB, BS, MRC Psych, F.R.C.P. (C)

Dr. Jeanette Smith is a forensic psychiatrist certified by the Royal College of Physicians and Surgeons of Canada. Dr. Smith has practiced forensic psychiatry in Canada and the UK for over 25 years. She was certified and worked in civil and criminal forensic psychiatry in the UK, before moving to Canada. She has continued to practice forensic psychiatry in Canada and joined the Broadway Forensic Group in 2001.

She is a Clinical Assistant Professor at the University of British Columbia. She has been actively involved in the UBC Forensic Psychiatry training program since its launch in 2015. Since 2015, Dr. Smith has been a member of the British Columbia Review Board. She has previously worked at the Forensic Psychiatric Hospital, Adult Forensic Psychiatry Clinics, Forensic Outreach to Northern BC and with Correctional Service of Canada.

Dr. Smith is not currently taking new referrals.
